As a result, migrant youths enter the labour market with lower educational assets and experience obstacles and delayed transitions. Even so, little is known about later labour-market outcomes of youth who migrated to Switzerland during childhood and attended post-compulsory education there. Are there differences with respect to the labour-market outcomes for these young adults, and do these differences persist once we account for educational attainment and other relevant characteristics? For a longitudinal analysis of these research questions, we draw on panel data of the first TREE (TRansitions from Education to Employment) co-hort. With reference to descriptives of their educational and labour market situation, we propose a number of explanatory models to predict the effect of migration characteristics while controlling for relevant characteristics including educational attainment. We consider the effect of three variables related to mi-gration: respondents’ country of birth, respondents’ nationality and parental country of birth. Our results show that, in a longitudinal perspective, those who migrated during childhood experience higher risk of unemployment, are to be found in lower occupational positions and have lower incomes than native youths. While some differences can be explained by the lower level of education of those born abroad, this is not the case for other differences such as income differentials. In comparison, general education graduates may face more difficulties entering the labour market due to a lack of work-related skills. However, general education graduates may be better rewarded after several years of experience, while VET graduates may stagnate in jobs and pay-levels similar to those at labour market entry. This paper analyses whether VET graduates have a decreasing wage advantage on general education graduates in their twenties. Early careers of youth are analysed by drawing on data of the Swiss Transition from Education to Employment (TREE) cohort study. We follow a cohort of youth from the end of their upper secondary education (apprenticeship or baccalaureate degree) up to the age of 30. This paper uses a matching method to account for selection based on academic achievement and social origin of students before they choose vocational or general education. Our results suggest that both VET and general education graduates earn similar hourly wages at the entry into the labour market once we take this selection into account. Recent studies confirm that IT skills are relevant for individual labor market outcomes. However, so far researchers do not use a consistent definition and measure of IT skills. In our paper, we distinguish different types of IT skills that may lead to structurally different labor market outcomes like wages. To measure these different types of IT skills, we propose an innovative way of measuring skills based on training curricula of apprenticeship occupations. We use modern computational linguistics methods, i.e. a topic modelling algorithm called Non-Negative Matrix Factorization. By doing so, we identify different types of IT skills like e.g. implementing ICT (Information and Communications Technologies), developing applications, designing webpages or installing software, handling system technology, CNC (Computerized Numerical Control), CAD (Computer-Aided Design), and handling control technology. A possible mechanism explaining lower wages is horizontal mismatch, defined as a mismatch between qualifications acquired by individuals and those required for their current job. Some studies have found higher mismatch wage penalties when individuals' education is more specific. Therefore, we analyze horizontal mismatch in Switzerland, the country with the highest proportion of firm-based vocational education and training in the OECD. We use subjective and objective measures of mismatch from the Swiss Household Panel. While we find sizeable mismatch wage penalties in OLS estimations, effects are small or insignificant in fixed-effects regressions. This holds for workers with vocational and general education background alike. We conclude that vocational education is more transferable than often assumed. We use the voting results to measure spatial variation in the local norm towards (more) gender equality. We find that adolescents living in localities with a stronger norm towards gender equality are significantly and substantively less likely to aspire for a gender-stereotypical occupation. We use a unique dataset from Switzerland containing detailed information on students’ early occupational ‘dreams’ (ages 13-14), before they undergo intensive career counselling, and combine it with information on their ultimate choice of occupation at the end of compulsory schooling (ages 15-16). The estimation results show that although the majority of students revise their initial intentions, those students who dreamed of learning an occupation with more training positions filled in previous years than peers interested in learning this occupation have a significantly higher probability of sticking to their initial dream occupation. Conversely, students who wished to train in an overly popular occupation have a higher probability of delaying the transition to upper-secondary education for at least one year, instead of switching to another occupation. Befragungen Die Datengrundlage dieses Berichtes ist die von der KOF Konjunkturforschungsstelle der ETH Zürich von 2014 bis 2018 jährlich durchgeführte Befragung bei Studierenden und ihren Arbeitgebern. 2018 wurden 729 Studierende und 71 Arbeitgeber befragt, über alle fünf Wellen ergibt sich damit eine Stichprobe von 3’426 Studierenden und 405 Arbeitgebern. Neben allgemeinen Fragen zu den Studierenden, zu den Arbeitgebern und zum Studium fokussiert die Befragung insbesondere auf die gemäss RLP HFW zu vermittelnden Kompetenzen. 2018 wurden zudem 54 ehemalige Studierende befragt, welche bei der Studierendenbefragung 2014 im letzten Studienjahr waren. However, the question how tertiary education expansion affects the tasks of these workers remains unexplored. We examine whether such an expansion crowds out sophisticated tasks such as R&D in jobs of workers without tertiary degree or elevates the content of their tasks via a rising tide effect. In particular, we analyze the effects of the establishment of Universities of Applied Sciences (UAS), a large tertiary education expansion in Switzerland, on R&D tasks of workers with apprenticeship training. Job ads provide us with information about the demand for R&D tasks. To estimate causal effects, we exploit the quasi-natural variation in time and location of the establishment of UAS campuses and perform difference-in-differences estimations. We find that firms demand more R&D tasks of workers with apprenticeship training after a tertiary education expansion. Der Ergebnisbericht ist wie folgt gegliedert: Kapitel 2 beschreibt überblicksartig in einem kurzen Steckbrief Ziele, Anlage, Durchführung und methodische Grundlagen der TREE-Studie. Kapitel 3 widmet sich den Ausbildungs- und Erwerbsverläufen der Befragten seit dem Ende der Pflichtschulzeit im Jahr 2000. In Kapitel 4 stehen die Bildungsabschlüsse (Zertifikation), die bis zum Jahr 2010 erreicht wurden, im Vordergrund. Neben einer globalen Beschreibung über alle Befragten hinweg wird dabei auch detaillierter auf die Zertifikation in Abhängigkeit von personen- und leistungsbezogenen Merkmalen der Befragten und von sprachregionalen Besonderheiten eingegangen (Abschnitte 4.1 bis 4.5). Outre une description globale, il aborde aussi, sous forme détaillée, les rapports entre certification et caractéristiques de la personne et de sa performance, ainsi que les spécificités des régions linguistiques (sous-chapitres 4.1 à 4.5). Le sous-chapitre 4.6 tient compte du fait qu’une partie non négligeable des jeunes interrogés se trouve encore en formation dix ans après la fin de la scolarité obligatoire, ce qui pose la question de savoir dans quelle mesure leur niveau le plus élevé de formation évoluera encore à l’avenir. Basée sur un échantillon de plus de 6'000 élèves à leur sortie de l’école obligatoire en l’an 2000, TREE couvre une durée d’observation de presque 15 ans entre la fin de la scolarité obligatoire et le jeune âge adulte. Etant donné son fondement empirique, cette étude se prête donc parfaitement à l’analyse à long terme des frontières éducatives, mécanismes et effets compris. Cette contribution s’intéresse tout particulièrement aux frontières suivantes : - Frontières extérieures du système éducatif : les résultats de TREE reflètent une extension substantielle des „frontières extérieures“ du système éducatif qui se manifeste dans la durée toujours plus longue des parcours éducatifs. Cet allongement est non seulement dû à l’augmentation croissante du nombre de jeunes dans une formation du degré tertiaire, mais aussi à l’importance toujours plus grande de la formation continue. Au vu des transitions entre la formation et la vie professionnelle, le système éducatif suisse, clairement tourné vers la formation professionnelle, est considéré sur le plan national et international comme une „histoire à succès“. L’analyse des données de TREE confirme en grande partie ce succès. Cependant elle montre aussi que les transitions précaires touchent une partie non négligeable des jeunes. Par ailleurs, elles indiquent également qu’il existe des décalages considérables entre les exigences du marché du travail et les qualifications géné- rées par le système éducatif. - Frontières (intérieures) au sein du système éducatif : sur la scène internationale, le discours politique en matière d’éducation met actuellement en avant les systèmes éducatifs ouverts et perméables favorisant la mobilité dans l’ensemble du système et laissant de la place pour une „deuxième chance“. Face à cela, les résultats de TREE montrent que le système éducatif suisse, segmenté et ségrégatif, continue à générer un grand nombre de parcours édu- catifs discontinus. Die Studie eignet sich deshalb ausgezeichnet als empirische Grundlage für die langfristige Analyse von Bildungs-grenzen, einschliesslich ihrer Mechanismen und Wirkungen. Der Beitrag beschäftigt sich insbesondere mit den folgenden Grenzziehungen: - Äussere Grenzen des Bildungssystems: die TREE-Ergebnisse wiederspiegeln eine substan- zielle Ausdehnung der "Aussengrenzen" des Bildungssystems, die sich etwa in den immer länger werdenden Ausbildungsverläufen manifestieren. Diese Ausdehnung ist nicht nur ei- nem stetig wachsenden Anteil von jungen Menschen geschuldet, die sich auf Tertiärstufe in Ausbildung befinden, sondern auch der wachsenden Bedeutung des lebenslangen Lenens. - Mit Blick auf die Übergänge zwischen Ausbildung und Erwerbsleben gilt das stark berufsbildungsorientierte Schweizer Bildungssystem sowohl national als auch international als "Erfolgsgeschichte". Analysen der TREE-Daten bestätigen diese Erfolgsgeschichte in we ten Teilen. Sie zeigen jedoch auch, dass ein nicht unbeträchtlicher Anteil junger Menschen von prekären Transitionen betroffen ist. Ausserdem verweisen sie auf beträchtliche Diskrepanzen zwischen den Anforderungen des Arbeitsmarktes und den Qualifikationen, die das Bildungssystem bereit stellt. - Binnengrenzen innerhalb des Bildungssystems: Im internationalen bildungspolitischen Diskurs werden heute offene, durchlässige Bildungssystemen gefordert, welche übers ganze System hinweg (Bildungs-)Mobilität begünstigen und Räume für "zweite Chancen" schaffen. Tertiarisation, globalisation and increased macro-economic uncertainties as well as shifts towards a more knowledge-intensive economy and educational expansion, however, pose new challenges for VET. Based on data from the unique, longitudinal survey TREE (Transitions from Education to Employment) that follows school-to-work transitions of pupils who participated in PISA 2000, this dissertation sheds light on early job and employment insecurities and their lasting effects for the careers of VET graduates in Switzerland. Five research articles form the main pillars of this dissertation. Empirical results highlight the sheltering impact of vocational education on early job insecurity. In case VET graduates happen to experience early unemployment and initial fixed-term employment, however, they face long-term career hampering consequences. Further, institutionalised pathways to work along occupational lines constrain occupational mobility for VET graduates. Results indicate that graduates from initial vocational education strongly depend on good job opportunities in their occupational segment of training as they otherwise lack a pathway to qualified employment. This type of education may enable young individuals to find a good match at the beginning of their career, but it may also leave older workers vulnerable to technological change and shifts in the occupational structure. On the other hand, holders of general education may face more difficulties when entering the labour market due to a lack of work-related skills but may be better rewarded after several years of experience due to the larger flexibility of general skills. We address this question in four empirical chapters. We investigate employment and wages over the life course for holders of vocational education, and compare them with holders of general education – mainly – but also of lower education. We use different datasets and focus our analyses on Switzerland, though we also include a comparison with the United Kingdom. The results show that employment prospects remain as good for vocational as for general education over the second half of individual’s careers. However, vocational education is associated with substantially lower earnings once workers enter their thirties, and this disadvantage is larger for women than it is for men. Workers differ in interpersonal, cognitive and manual skills, while firms require and value different combinations of these skills. Assuming that match productivity exhibits worker-job complementarity, we estimate how interpersonal, cognitive and manual skills map into job offers, unemployment and wages. We find that firms value cognitive skills on average almost twice as much as interpersonal and manual skills, and they prize complementarity in cognitive and interpersonal skills. The average return to VET skills in hourly wages is 9%, similar to the returns to schooling. Furthermore, VET appears to improve labour market opportunities through higher job arrival rate and lower job destruction. In line with this hypothesis, we find that the training incidence is higher in communities characterized by a stronger norm towards the private provision of training, which we measure using local results from two national-level plebiscites that explicitly dealt with the role of the state in the context of the apprenticeship system. Key success factors are employer, intermediary, and educator involvement; human, financial, and research resources; cooperation and coordination; clear strategy with political will and context fit; and accountability. There is a bias towards Europe, though it does not drive results. The sample equally represents developed and developing countries. Future research should test our framework, examine item interactions, and develop theory.
